Spell Power is not as important as in PvE but is still worth taking since you do need to kill your opponents. Armor is also a very strong stat, which means you should aim to be wearing all leather gear, as opposed to PvE where you can safely wear cloth pieces. A large health bar is critical in WoW Classic due to the high burst potential of most classes. In general, though, Stamina is your best stat. Different players will choose to balance these differently, and there is no one right answer. Gearing as a Balance Druid in PvP comes down to balancing a large enough mana pool, a large enough health bar, and enough spell power to kill your enemies.
